Context
Publica was commissioned by the Heart of London Business Alliance to produce an ‘Evening and night-time economy strategy’ to support and reintegrate Central London as a 24-hour world city. As a key part of the West End, the Heart of London and its visitors, residents and night workers, make up an exciting and unique local ecosystem. The area is renowned for its night-time culture: composed of theatres, music venues, restaurants and clubs. It is an economically vital component of the city’s operations, and an iconic destination for tourists and residents alike.
As a case study for the dynamism of London’s culture, diversity, night time employment and late night activity, the pandemic marked a painful disruption to this thriving locale, and now we are excited to be witnessing the strong return to the public and cultural spaces across the Heart of London area.
Our in-depth analysis of policy and strategies, international precedents, street level land use, opening hours and community engagement has allowed us to work with stakeholders to pinpoint an exciting vision and a meaningful strategy and action plan. We have been so lucky to work with the fantastic team at the Heart of London Business Alliance and A+U. The Evening and Night Time strategy and action plan builds on our 2019 Scoping and Place shaping strategies, and Future City’s 2020 Cultural Strategy.

Public Realm Survey
The Heart of London is a complex area comprised of a collection of distinct character areas that should be both celebrated and enhanced. We conducted a Public Realm survey in the neighbourhoods and streets surrounding the Heart of London area. Our extensive, evidence-based survey produced some crucial findings which are presented below:
