ELLIE COSGRAVE APPOINTED TO KEY MINISTRY OF HOUSING, COMMUNITIES AND LOCAL GOVERNMENT ADVISORY ROLES
January 2026

Ellie Cosgrave, Director of CIC and Research, has been appointed to two advisory bodies for the Ministry of Housing, Communities and Local Government (MHCLG).
Ellie join’s MHCLG’s Inclusivity Sounding Board, a specialist advisory group providing expert insight and critique to improve the inclusivity and accessibility of MHCLG’s design and placemaking guidance and policies. In this role she will help embed equity, fairness, and universal accessibility across policy development and practice.
She has also been appointed to the newly established Design and Placemaking Advisory Panel, where she will help shape the future of design and placemaking at a national level as part of MHCLG’s Demand and Deliver Better. The programme aims to ensure the delivery of 1.5 million new homes is matched by actions making visible improvements in design quality and building confidence among communities, developers, and the design sector by embedding design and placemaking in planning changes.
Ellie’s expertise in gender-inclusive design, supported by recent collaborative work with the City Hub and Network for Gender Equity will be a significant contribution to both panels. In the last year, Ellie has led international programmes with three cities, developing new best practices to design safety and build belonging in urban spaces with city leaders, local authorities, built environment professionals, and community organisations.
