Publica has developed the Oxford Street District Place Strategy and Delivery Plan for Westminster City Council (WCC).
The Strategy takes a holistic, multi-layered approach to urban change by expanding the area of intervention to encompass the entire Oxford Street District, spatially defined as a series of nine zones. It aims to radically improve the streets and spaces and create an end-to-end strategy for Oxford Street and the wider district.
Through an evidence-based approach, the streets in the district have been studied in regard to how they currently function and might be included as a part of district-wide improvements. The development of the strategy involved wide engagement with stakeholder groups including residents, businesses, retailers, workers and Youth Council members in order to develop a set of overarching principles and strategic proposals.
The strategy celebrates Oxford Street's unique identity, outlines site-specific proposals to improve its streets and spaces while also extending the investment and benefits of urban change to the wider area. The Strategy identifies 97 projects across 88 different streets and spaces divided into 9 zones, including major improvements at Oxford Circus, Marble Arch and key public spaces around the district as well as Oxford Street itself.
The Strategy went to public consultation for six weeks from 6th November and received over 2,100 responses.
Westminster City Council’s Cabinet agreed on 25th February to progress the district-wide plan. On 8th April, the Cabinet approved the business case and associated investment relating to the Oxford Street District.
As part of the Delivery Plan, WCC has set aside £150 million over the next three years to help realise the Strategy for the Oxford Street District and strengthen its renowned status by making it a vibrant place to live, work and visit.
