In October 2013 Publica was appointed by British Land to undertake a survey of Paddington Central and the wider Paddington area. Publica also undertook a detailed perception study, conducting interviews and analysis with a broad cross-section of occupiers, residents and local stakeholders in order to build a fuller and more extensive picture of Paddington. The Wider Area Survey forms the basis for the Public Realm Vision. It investigates how the estate functions, its issues and opportunities, the relationship between the site and the surrounding area.
Publica set out the Public Realm Vision for Paddington Central between January and June 2014. Using an evidence-based methodology, the vision provides a comprehensive strategy to turn the estate ‘inside out,’ with proposals for every street and space and improved wider connections.
The vision sets out a series of overarching principles that relate to the entire estate and its integration with the wider Paddington area. It outlines the ways in which improved programming and amenity, an increased diversity of uses and spaces and new materials and greenery would improve the public realm. It also sets out detailed briefs for the individual spaces within the estate and outlines strategies for their future development.
